Session Topics

Public Works Bidding - All public works projects involving a public expenditure of $50,000 or more must be bid according to the procedures outlined in Title 39 of the Code of Alabama. Section 39-2-1, Code of Alabama 1975, defines public works as: “The construction, repair, renovation, or maintenance of public buildings, structures, sewers, waterworks, roads, bridges, docks, underpasses, and viaducts as well as any other improvement to be constructed, repaired, renovated, or maintained on public property and to paid, in whole or in part, with public funds or with financing to be retired with public funds in the form of lease payments or otherwise.”

The Competitive Bid Law - The competitive bid law is codified at Sections 41-16-50 through 41-16-63, Code of Alabama 1975, and provides that the purchase or lease of materials, equipment, supplies or other personal property, involving $15,000 or more must be competitively bid . This webinar summarizes the major portions of the bid law and incorporates the interpretations and constructions given the law by the courts and the Attorney General.

Council Meeting Procedure - Cities and towns under the mayor-council form of government express themselves through the council, which is their legislative assembly. Rules of procedure are as necessary for a municipal council as they are for the state Legislature or the Congress of the United States. This session provides a detailed overview of the statutory provisions bearing upon the procedure of municipal councils and opinions which have been decided on procedural questions and recommendations for rules to be adopted by councils.

Medical Cannabis and Your Municipality - Act 2021-450 (S.B. 46) provides for the medical use of cannabis (marijuana) for patients with a qualifying medical condition and a valid medical cannabis card. This session provides a detailed overview of the Act and the statutory provisions for allowable uses, regulation, taxation, licensure, and employment law issues.

CMO Credit Hours: This session is approved for four (4) credit hours in the Basic, Advanced and Emeritus Programs. Three sessions meet elective core curriculum requirements. Credit hours are not awarded for duplicate training in the core curriculum. Only municipal elected officials receive credit hours in the CMO Program.

Earning the professional designation of Certified Municipal Official prepares elected officials to serve their citizens and help create better communities. This designation requires 10 credit hours of required and elective coursework (Core Curriculum) and 30 additional credit hours by attending League events approved for CMO credit hours. Strengthen Your Core: Fundamentals of Municipal Government qualifies as four (4) elective core curriculum hours. Additionally, the League recognizes, commends and awards municipalities where the mayor and all councilmembers are Certified Municipal Officials thereby distinguishing the municipality as a Certified Municipality. This designation represents the mayor and all councilmembers have completed a minimum of 40 credit hours of formal training on municipal government conducted or endorsed by the Alabama League of Municipalities.

The Certified Municipal Official Training Program offers LIVE webinar training and ANYTIME training to expand the educational reach to our member municipalities. For mayors and councilmembers, webinar training and successful test completion(score of 70% or better)on material presented earns credit hours in the Core Curriculum, Basic, Advanced or Emeritus programs. Ask questions during the live training or submit questions by email to our legal staff following a live or anytime training. Our in-person League events are valuable, and we’ll always offer them, but online and anytime training will have a place too. We think you will find the addition of webinars a helpful resource to provide training for elected officials and municipal personnel. We hope to “see” you online soon!
